It's -17 degrees Celsius now in Cincinnati.
It was -17 degrees Celsius when we left the university on our way home.

What does the "Hi: --°" mean?
Something along the lines of: It's so cold there's no hi today?
I love your explanation, but it's much more trivial than that... It means that's already past the hour of hi of that day.
